The Arkansas State Police ("ASP") released their investigation file on a complaint made to them by tainted ABC Enforcement Director Boyce Hamlet. The investigation determined that Smith apparently violated state laws regarding state employees using their official position to secure special privileges (A.C.A. § 21-8-304) and by receiving a prohibited gift (A.C.A. § 21-8-801).
Hamlet contacted the ASP about Smith and his gifted Taser after discussing the matter with DFA Director Larry Walther and DFA Human Resource Manager Amy Valentine and making a decision to get rid of him.

Smith resigned from the ABC on April 22, 2015.
The Taser was a "gift" to Smith from William "Billy" Marfoglio, owner of Smokey's in Sherwood (a dive bar) and two strip clubs, Visions (North Little Rock) and Sensations (Jacksonville).

The ASP investigation took four months to complete their investigation (April 23, 2015 until August 27, 2015). They referred the matter to the Pulaski County Prosecuting Attorney who declined to prosecute Smith stating that "the matter should have been handled internally in an administrative form." A bush-league move by the Pulaski County Prosecuting Attorney, who apparently does not want to enforce the laws of the the State of Arkansas.
It's a shame that DFA Director Larry Walther is not man enough to ask the ASP to investigate Hamlet and his illegal activity of the past 15 years. That's what happens when you are the Governor's lackey (we wanted to use the term "bitch" but felt it might offend some readers) and you have sold your soul for a government position.
Smith is currently employed as a deputy with the Pulaski County Sheriff's Department.
