LRPD SNUBS ABC ENFORCEMENT IN CASE INVOLVING BOOTLEGGER

Due in part to the Little Rock Police Departments disdain for tainted ABC Enforcement Director and pretend law enforcement officer Boyce Hamlet, they did not bring the ABC in on a case involving a successful bootlegger.


  

 Little Rock Police said a man's son robbed and nearly killed him this month over $80,000 in "bootlegging" money the father had stashed in their house, according to court filings released Thursday.

Johnny Scott Jr., 39, is accused of attacking his 68-year-old father, Johnny Scott Sr., in an armed robbery July 9 in which the elder Scott was stabbed at least 11 times.


LRPD said the attack left the elder Scott in a coma for several days with life-threatening injuries. He was still hospitalized July 19 when he spoke to investigators and identified his son as one of two men involved in the robbery, according to court affidavits.

Little Rock police detective Chris Johnson wrote in an affidavit that Scott Sr. was "sure of who did this because they did not wear masks."

The younger Scott faces charges of criminal attempt to commit murder, aggravated robbery, theft of property and first-degree domestic battery.

He pleaded innocent to the charges last week in Little Rock District Court.

The younger Scott lived with his parents at their home at 32 Melinda Drive.

Scott Sr. told police that he was in bed with his wife, Izetta Scott, the morning of July 9 when his son and one of his son's friends entered the room, according to the affidavits. The intruders had a knife and a pistol, according to reports. They forced Izetta Scott to leave the room and demanded Scott Sr.'s money, which he'd acquired from illegally selling alcohol, police said.



"Someone would call on Sunday and I guess he'd drive around and deliver it," police spokesman Steve Moore said.



One of the robbers repeatedly stabbed Scott Sr. until Scott Sr. told them the money from his "side business" was hidden in a closet, according to the affidavits.

Police were called to the Scott residence shortly before 3:30 a.m. July 9.

According to reports, Izetta Scott, 67, told police that she called 911 after the robbers had fled and she realized her husband had been stabbed.

But according to her husband's account, she waited two or three hours to call for help, reports show.

Izetta Scott was arrested after other discrepancies were detected in her account of the events, according to police.



She told police that there were three robbers who wore bandannas over their faces and that her son was not home when the robbery occurred, according to reports. But her husband told investigators "there were only two suspects, one of which is Johnny Scott Jr. and they were not wearing masks," police reported.

Scott Sr. told police that he didn't think his wife was involved in the robbery but that she "would do anything to protect Johnny Jr.," the affidavits state.

Izetta Scott was charged with criminal attempt to commit murder, aggravated robbery, theft of property and first-degree domestic battery.

Court records show that she appeared Monday in Little Rock District Court but did not enter a plea in the case.

Johnny Scott, Jr. was being held at the jail with bail set at $500,000.

This is not the first time a law enforcement agency has not involved ABC Enforcement in busting up a bootleggers operation. 



As long as Governor Hutchinson keeps tainted ABC Enforcement Director Boyce Hamlet in that position, it will certainly not be the last.

These agencies do not want the stink of a corrupt, untrustworthy individual like Hamlet connected to any case they seek to prosecute.

ABC PERMITTED EDWARD WRIGHT TO FLAUNT RULES DUE TO HIS TIES TO GOVERNOR HUTCHINSON AND TAINTED ABC ENFORCEMENT DIRECTOR BOYCE HAMLET

We have previously posted about the shenanigans and violations of laws by Edward and Lisa Wright and their daughter Kristen Saffa in connection with liquor stores in Arkadelphia and Bryant.



Kristen is the wife of Carlton Saffa, a man of extremely questionable individual that is an assistant to Governor Asa Hutchinson and a buddy of tainted ABC Enforcement Director Boyce Hamlet.

Both Hamlet and Saffa worked on Hutchinson's campaign and received appointments as a reward, even though both had questionable character and lacked qualifications.



Well last week Edward took control over a business that he falsely claimed he had sold to his daughter Kristen back in 2015.  Crush Wine & Spirits.



 

The alleged transfer of stock was a shame transaction (and possible forged document) and Kristen never registered as the sole owner of Crush Wine & Spirits with the Arkansas Secretary of State; Edward Wright has always been listed as the sole owner.




If you are connected to the Good Ole Boy System, you can flaunt and break the rules and not worry about the consequences.  

 

Liars, law breakers and scum. They flock together like roaches in a dank cellar.

MORE SHENANIGANS WITH LACK OF LAW ENFORCEMENT CREDENTIALS AT ABC ENFORCEMENT

BOYCE HAMLET WOULD MAKE AN EXCELLENT SOUTH PARK CHARACTER

We have previously posted about tainted ABC Enforcement Director Boyce Hamlet not possessing the required law enforcement credentials for his position. That coupled with his lack of credibility and honesty poses serious problems for the ABC and its enforcement efforts.
 
Arkansas Code Annotated § 12-9-106(e)  and the Arkansas Commission of Law Enforcement Standards ("CLEST") and Training both make it clear about having the necessary certification.




A recent hire also lacks the required credentials like his tainted boss as well.

Kenneth A. Peatoss was hired as an ABC Enforcement Agent on May 17, 2017 with an annual salary of  $40,000.




This was a drastic drop in income from his previous position with Walmart where he was making $92,000.00 a year.


Before Peatross worked for Walmart, he was a Special Agent with the FBI making $137,000 a year.



Ok, so now you are probably saying that he was trained by the FBI. Yes he was.  But that training is vastly different than the training for a police officer in Arkansas.  And his FBI training does automatically qualify him to obtain certification in Arkansas.  In fact CLEST has not recognized it nor do they shown him having any type of certification.



Sharp readers will notice that CLEST has Peatross as working for Tobacco Control as we did.



But the fact remains that he, like Hamlet, is not a certified law enforcement officer in the State of Arkansas.

We sent a FOI request to CLEST on June 4th for a copy of their file on Peatross and the required F1 form.  CLEST had no file on Peatross (no file equals no certification in Arkansas) or and F1 form.  All they had was his enrollment for a refresher course.




Peatross is signed up for a refresher course, but without having the initial required certification, that course is useless - it won't make him certified.

After we received the email from CLEST we sent a FOI request to the DFA/ABC.

Then on June 7th, DFA mouthpiece Jake Bleed sent us this email.



He claimed that no F1 form for Peatross existed. Imagine that.  CLEST sent us the one they had received from the ABC on June 5th (which they also sent to us) yet Bleed stated no such form exists.

We sent Bleed this email:


We never received a response from Bleed about his snafu.

Hamlet was reluctant to send the legally required form to CLEST upon Peatross' hire (as he was in his own instance due to no certifiaction) and he did not send it until we requested a copy and reminded him about his legal obligation to send the required form.




Hamlet did not submit the F1 form to CLEST for Peatross until June 5, 2017, twenty days after he was hired.

This does not surprise us as Hamlet is an admitted law breaker and genuine dumb ass.



 



If an individual fails to meet the required certification's, they cannot carry a weapon or perform many of the duties of an ABC Enforcement Agent. When we met Peatross at an ABC Board meeting shortly after he was hired, he appeared to be wearing a weapon and ABC badge on his belt.




Peatross can obtain the necessary certification by attending training at ALETA - Arkansas Law Enforcement Training Academy or try and get a waiver from CLEST.

Perhaps the Governor plans to replace Hamlet with Peatross as he actually has the experience and training (less the Arkansas certification) to be Enforcement Director especially with the ABC being involved in the Medical Marijuana process.  Hamlet is a ticking bomb due to his past and our exposure of him is not something that can be swept under the carpet and forgotten about.

ANOTHER SIGN TAINTED ABC ENFORECEMENT DIRECTOR BOYCE HAMLET IS ON THE WAY OUT

ABC ENFORCEMENT DIRECTOR BOYCE HAMLET WAS NOTICEABLY ABSENT FROM  THE GOVERNOR'S PRESS CONFERENCE THAT HAD LAW ENFORCEMENT AGENCY LEADERS IN ATTENDANCE 

A sure sign that Governor Asa Hutchinson has decided that tainted ABC Enforcement Director Boyce Hamlet is being replaced is the fact that Hamlet was not invited to be part of his task force to deal with the explosion of violence in Little Rock that is often connected to an establishment licensed by the ABC to sell alcoholic beverages*.
 
In a press release on July 1st, the Governor stated that "we need to have a comprehensive enforcement strategy..."



And Gov. Hutchinson's remarks at the press conference last Friday specifically mentioned needing to step up enforcement of alcoholic beverage control laws but the director of the state agency that specifically deals with enforcement of alcoholic beverage control laws, ABC Enforcement, was not included or mentioned.



We believe that we know why.

We have exposed Hamlet as a fraud and liar.  He is not certified as a law enforcement officer in the state of Arkansas.  Those facts pose significant problems for the ABC in enforcement issues as Judge Mackie Pierce pointed out a couple of years ago in a lawsuit  involving  the release of a Arkansas State Police file Hamlet and other state Republican leaders fought to keep secret.

We have also pointed out that Hamlet is an admitted law breaker and lacks credibility and is untrustworthy.

Hamlet is finally facing the same scrutiny and legal action that the now former Jacksonville, AR Chief of Police did; a lawsuit that seeks his removal and repayment of funds paid to his as salary as he is not qualified to hold the position to which he was appointed.

The Governor fired ABC Administration Director Bud Roberts and it is just a matter of time before Hamlet resigns or is fired too.

Especially as the ABC is going to be knuckle deep in Medical Marijuana  regulation and having an individual like Hamlet connected to enforcement of such laws places the entire state at too great a risk.

ABC FAILED TO SHUT DOWN PROBLEMATIC BAR AFTER REPEATED VIOLATIONS - 28 INJURED IN MELEE THAT ERUPTED IN GUNFIRE

The Arkansas Alcoholic Beverage Control failed Little Rock and Arkansas by failing to be a "Good Neighbor" and shut down a sketchy establishment in downtown Little Rock.

According to information tainted ABC Enforcement Director Boyce Hamlet provided to new media, Lulav Power Bar & Lounge, operating as Power Restaurant & Ultralounge,  at 220 A West 6th Street license has been suspended 11 times for failing to pay taxes, and it has been cited seven times for 14 various violations including unknowingly furnishing alcohol to minors and allowing alcohol to leave the premises since 2012.

According to news reports, several underage individuals were in the club at the time of the shooting which happened at 2:30 a.m., thirty minutes after the club was required to close. Even with two off-duty LRPD officers working security at the establishment, who reportedly left at 2:00 a.m.



Photos on the Power Restaurant & Ultralounge website show what appear to be underage individuals inside the establishment.





The ABC has taken drastic action against permit holders in other areas of the state when underage individuals have been served, namely against The Draft in Conway and the Springdale Civic Center.

But shady establishments in Little Rock like the Power Lounge and Ernie Biggs have received less severe punishment for their violations.

Ernie Biggs has had several incidents were violent acts have occurred, even the shooting death of an armed inebriated patron buy LRPD bike officers, but is still operating.

Apparently gunfire is something the ABC cannot ignore, even though they were silent when the legislature changed conceal carry laws permitting handguns in bars.


As a result of the violence at the club the ABC has suspended Lewis' permit and has set a hearing for for July 10 on three potential charges: disorderly conduct, allowing possession of weapons on the premises and "failure to be a good neighbor."

Mary Robin Casteel, director of ABC issued this statement:  “We feel the events which are alleged to have occurred warrant our decision to suspend liquor sales at this location pending further action by the board.”
