PROSECUTOR HAS DOUBLE STANDARD FOR DEALING WITH BOYCE HAMLET



20th Judicial District Prosecuting Attorney Cody Hiland has a double standard for tainted ABC Enforcement Director and former employee Boyce Hamlet and other law enforcement officers that have issues with telling the honesty and credibility.

In a letter Hiland sent to Mayflower Police Chief Robert Alcon dated Aug. 22, 2014, Prosecuting Attorney Cody Hiland said his office would no longer accept felony case submissions from an officer that had issues with credibility.

“When someone withholds what we consider exculpatory, that’s huge in the prosecutorial world,” the letter reads.

This blog undercovered Boyce Hamlet's attempt to hide and coverup his hiring and firing from the Arkansas State Police for cheating on an exam and then lying multiple times to ASP special investigators.  We also found that Hamlet  provided false information to Hiland when he applied for a job. 

Hiland  failed to make the required statutory inquiry to the Arkansas Commission for Law Enforcement Training and Standards to see why Hamlet left employment with previous law enforcement agencies in Arkansas and hired Hamlet, who had documented issues with honesty and credibility.

Law enforcement officers that have issues with credibility and honesty are considered Brady Officers. Prosecutors have a legal obligation to notify criminal defendants about officers that are Brady Officers

Usually classification as a Brady Officer is a death penalty for a career in law enforcement. In Hamlet's case no one seems to give a crap.  

So we are suing Halmet and his employer, the Department of Finance and Administration using a little known provision in the Arkansas Constitution.

If our lawsuit is successful, Hamlet will lose his job and have to pay back all funds he has received as salary for a position for which he does not even meet the minimum qualifications. And DFA knew he didn't meet them or sure as hell should have known that he didn't.
